A Unified Statewide Strategy

Navigating state appropriations and federal pass-through grants is complex and time-consuming. Most youth camps operate as non-profits with limited administrative resources to manage complex government compliance.

Broadband Fabric Partners (BFP) removes this burden by acting as the Project Integrator. We do not ask you to apply for a grant alone; we submit a unified, statewide application on behalf of all participating camps.

1. Two Distinct Funding Sources

To ensure full compliance and maximum coverage, our strategy targets two specific legislative appropriations from the 89th Legislature (2nd Called Session). We categorize camps based on their geography to tap into the correct "pot" of money.

A. The Statewide Safety Fund

$28 Million

  • Eligibility: Available to all 374+ licensed youth camps in Texas.
  • Purpose: Appropriated to "improve the timeliness of flood warnings" and enhance weather intelligence.
  • What it Covers (Phase 1): Secondary Mobile Broadband Connection (Cradlepoint units) and on-site atmospheric sensors.

B. The High-Risk Floodplain Fund

$50 Million

  • Eligibility: Restricted to camps in 31 designated disaster counties (July 2025 declaration).
  • Purpose: Designated for intensified disaster mitigation in flood-prone areas.
  • What it Covers: Hardened infrastructure, advanced water-level gauges, and river monitoring sensors.

2. The "Sub-Project" Model

BFP utilizes a "Master Grant" structure—a standard procedure used by state agencies to manage large-scale deployments without requiring individual contracts for every site.

Broadband Fabric Partners acts as the Authorized Official and applicant. We submit the master grant to the Office of the Governor.

Your camp is listed as a specific "Sub-Project" with a dedicated line item in the budget—you're not responsible for grant reporting or compliance audits.

Centralized Project Management

BFP controls the entire lifecycle—from procurement to installation—ensuring technology meets HSC §141.0092 and §141.0091 standards.
